Blogs and news stories throughout the day have offered predictions as to what may be in Governor Cuomo’s proposed budget, which will be released tomorrow. Here are a few of these wholly unofficial musings:
- An additional 10% across the board cut in state agency spending.
- 3% or more cut in Medicaid and Education spending.
- State employee lay-offs – could exceed 10,000.
The Governor submitted his property tax cap bill late on Friday and the Senate is scheduled to pass it this afternoon. Many thought this cap would be included in the budget.
An article in today’s Daily News online tells of the successful merger vote by two United Ways, resulting in the United Way of Orleans County as of April 1. The plan still needs the approval of the NYS Attorney General.
This vote follows a trend towards mergers, consolidations, and shared services among United Ways across NYS and the nation.

Governor Andrew Cuomo has posted on his website this afternoon a feature column analyzing the reasons from his perspective for the state budget’s sea of red ink. This comes as a prelude to release of his state budget proposal tomorrow afternoon. This evening, the Governor plans to brief legislative leaders on his budget proposals.

Today’s New York Times has an editorial that reviews several avenues open to Governor Cuomo for closing the state deficit in the months ahead.

Comptroller Thomas DiNapoli has named Elliot Pagliaccio as Deputy Comptroller for State Government Accountability and re-appointed Angela Dixon as Deputy Comptroller for Human Resources and Administration.
Both Pagliaccio and Dixon are considered strong supporters of the not for profit sector and have sought to highlight the value of voluntary agencies in the state’s economy and service delivery system. Together, they worked with United Ways and other not for profit groups on a series of local and statewide forums to study the issues that confront the not for profit sector and produced several reports and newsletters covering the findings of those forums and presenting recommendations to address the challenges that were identified. They also attended the Asset Forums sponsored by United Ways and other community partners to address the challenges of employment and asset development for persons with disabilities.
The Comptroller also promoted Kevin Murray to the post of Executive Deputy Comptroller for the New York State and Local Retirement System. Murray is former Board member of the United Way of the Greater Capital Region (and a former chair of the pre-merger United Way of Northeastern New York) and United Way of New York State, as well as a past leader of the SEFA campaign as a senior official at the New York State Department of Taxation and Finance.
